I'm guessing the road is by the coast, so the water coming in must be giant waves from the sea (looks like lighting as well, so guessing it's a fairly rough storm)

HA HA HA HA HA HA!! thats so WEIRD! LOL and i'm dying cuz that poor guy gets stuck in it, and then he's out looking at his truck and it starts up AGAIN and its HUGE!!!
but he had warning and still decided to drive through it...still...that sucks...
in a hilarious way.
