Depends on what scripting language you use, however, which ever language you use, there will be a command to get the remote users IP address, just look up the help documentation for that language.

then you won't be able to get the IP address (or recreate my 404 game)
You will need to look into a server side language such as PHP or ASP

no im talkin about, when a form is submited a ip address comes with it and you can find out where the people come from and there numbers i wanna know how u do that

if its in a forum, then it will be using server side scripting. This forum uses ASP scripting. IT will log the ip of every visitor and member on the forum, I suggest you look into what scripts your server can run and then search for downloadable forums that you can modify.

There is different softwares that can do it, I recomend searching google for some. I can't remember the name of any of the top of my head.
