2. Not sure what you are asking! An 'In House' or a 'Free for all'. I'm not sure exactly what you are referring to. However, with anything, what you need to do is first write down all the features that you are going to need. Then organise how you are going to organise it.
Once you have this, you will have a better idea what you will actually need to do. You'll have to explain more what you are thinking of if I am going to be able to give any more advise than that.

I think the IN HOUSE thing is probably something similar to what they have at Stick Suicide with the animations section.

Glenn, something else you will need to consider is your available webspace. If you have people submitting their own stuff, you may find yourself with no space left! Remember, the likes of Stick Suicide have to pay a fair bit of money to keep the site running
